Flue size and the fireplace opening
For fireplaces, the code ties flue size to the opening. Section R1003.15.1 of the state residential code sets a round flue at no less than one twelfth of the fireplace opening and a square flue at one tenth. A repair that narrows an already small flue can leave the fireplace smoking into the room.

Why flue damage matters to the framing
Under section R1003.18 of the Florida code, an interior masonry chimney has to keep at least a 2 inch airspace from combustible framing. That clearance assumes the flue is containing its heat. When tiles crack or joints open, heat and gases can reach the brick and, through it, the space around the chimney.
