Stopping the water that caused the damage
Brick industry maintenance guidance is clear about the order of work: find and correct the moisture source before repairing the damage it caused. On a chimney that source is often above the brick, at a cracked crown, a missing cap or loose flashing at the roof.
New mortar under an open crown will soak and fail the same way the old mortar did. Removing old patches and smeared sealant
